Philip Hammersley CBE
Philip Hammersley is a Chartered Engineer and has worked in the chemical industry, shoe manufacturing and retailing. Philip is the Chairman of Leicester Shire Day and the National Space Centre (operations) Ltd. Philip was also the former Chairman of the University Hospitals of Leicester NHS Trust, CBI East Midlands and the BSS Group plc.
Professor Shirley Pearce
Shirley Pearce is Vice-Chancellor at Loughborough University. She was previously Pro-Vice-Chancellor at University of East Anglia (UEA), responsible for the health and professional schools, where she led the successful bid for a new medical school for the East of England. Prior to joining UEA she held an academic post in the Department of Psychology at University College London with clinical leadership for health psychology in Camden and Islington. Shirley is also Deputy Chair of the Healthcare Commission, and a Board Member for the Equality Challenge Unit, HEFCE Strategic Advisory Committee for Business & Community, East Midlands Regional Sports Board (Sport England) and Universities & Colleges Employers Association.
Kishor Tailor
Kishor is the Chief Executive of Leicester Shire Economic Partnership (LSEP). The Partnership was established in 2003 to provide a strategic leadership for economic development in Leicester and Leicestershire. The aim of the Partnership is to create the right economic conditions that can improve the quality of people's lives and the environment within the sub-region. Kishor has a wealth of experience in regeneration and economic development. He has worked in the private and public sectors and has overseen major regeneration programmes.
Rick Moore JP LLB FRICS
Rick Moore has been appointed as the new Chairman of LSEP, taking up the three year post from 1st May 2007. Rick is a chartered surveyor and director of a number of companies. He was born in Leicester and has spent most of his time in the City. As a JP, he is former Chairman of the City Bench and has also served as Chairman of the Licensing, Betting, and Gaming Committee. He is also Chair of the Leicestershire and Rutland Board of the Princes’ Trust, Governor of a sixth form college and Chair of ‘Business Builder’.
Chris Hall
Chris Hall is the Managing Director of Hallmark Consumer Services, a Leicestershire logistics company he set up 15 years ago. Chris previously worked for FMCG’s prior to starting up his own business. Chris is also the Chair of Brooksby Melton College and is on the Leicestershire Board of the Learning and Skills Council.
Mary Irving
Mary is Managing Director of Tangible Results Sales & Marketing Services Ltd. Her career began when she joined Rank Xerox in 1979 where she eventually became part of the Direct Sales Force. Her career led her into the IT industry where she spent 12 years in various sales and marketing roles, at one time working for the largest IBM Distributor in the UK. Mary is a non-executive board member of the Leicester Education Business Company and is a member of the Leicestershire Chamber of Commerce and Industry. She is also a committee member of the Leicestershire Business Awards. In 1994 she founded Tangible Results, a Marketing Services company whose core business provides business to business Telemarketing Services to a wide variety of companies and Public Sector Organisations across the UK. Several of their customers are market leaders in their own fields.
Richard Brucciani OBE DL FCA CCMI
Richard Brucciani started his career in 1963 as an Accountant for Alfred G Deacon (PKF) + Finnie Ross Welch, London and in 1968 he became Assistant Director for the Young Volunteer Force Foundation also in London. In 1970 Richard developed Pal International Ltd., a company employing 70 people in the UK and overseas with £10million turnover (55% export to 65 countries). Pal manufactures disinfectant wipes and hygiene work wear for food, pharmaceutical, healthcare and industrial markets. UK offices are supported by an Asia/Pacific office in Hong Kong and a warehouse operation in Shanghai. Pal is the largest chefs’ hat manufacturing company in the UK and one of the most innovative manufacturers of high performance chemical wipes for a variety of applications and markets. The first company in its sector to receive EFSIS (European Food Safety Inspection Standard), Pal is recognised as an Investor in People (IIP) and also has ISO 9002.
Mick McLoughlin
Mick McLoughlin joined BT in 1967 after a short spell as an Articled Clerk, working in a clerical position in the then Midland Region HQ. In 1974, Mick then moved with BT to London after a couple of promotions and renewed an interest in Accountancy and qualified as a Chartered Management accountant. Mick returned to the Midlands in 1979 and moved in 1982 to Peterborough as Area Chief Accountant and then to Leicester as East Midlands District Chief Accountant in 1984 and a member of the East Midlands Board. Following internal reorganisations, Mick then progressed further with BT to establish and run BT’s billing operations for Consumers, then Business and latterly both units, where he was responsible for billing and collecting circa £13 Billion per annum. In 1983, Mick became Regional Director for BT Retail’s Customer Contact Centres, as well as becoming Regional Director for BT in the East Midlands.
Steve King
Steve is a partner at PKF (UK) LLP and is head of the assurance and advisory department in PKF’s Leicester office. He has significant experience of advising clients who are charities, not-for-profit organisations, service industries, textiles, wholesale, logistics and manufacturing. He has particular expertise in providing accountancy, audit, advisory and tax services to growing SMEs. In addition, Steve is a director of Leicester CAN, a governor of the Samworth Enterprise Academy and a trustee and board member of the Leicester Theatre Trust. Steve is also a director of Leicester Business Awards Limited.
Rachel Elliott
Rachel is Chief Executive of Ibstock Community Enterprises Ltd (ICE). ICE is a community co-operative working to make Ibstock a better place. Rachel has degrees in Town Planning, Building Surveying and a Master of Studies in Community Enterprise at the Judge Institute of Management Studies, Cambridge University. Rachel is a director of Social Enterprise East Midlands and Leicester Shire Economic Partnership. Rachel is also a member of the Executive Group of the Partnership for Improving North West Leicestershire. Rachel joined ICE as its first employee in 1997. Prior to that she was the Projects Officer for the Leicestershire & South Derbyshire Coalfields Rural Priority Area and had worked in private practice as a Town Planning Assistant and Office Manager/Site Administrator for Architects and Planners.
Mary Rogers
Mary Rogers joined the Learning and Skills Council (LSC) in 2000, where she worked at the National Office to develop a financial policy and processes before moving to the Leicestershire LSC as Director of Operations in September 2001. During her time with the LSC Mary has also been seconded to Cambridgeshire LSC as Acting Executive Director and to the National Office to manage the LSC Reshaping Programme Office. Mary has a background in finance within the public sector including Regional Accountant for DfES East Midlands and Anglia and Business Manager for the Government Office West Midlands.
Michael Thompson
Michael Thompson is a director of Local Sourcing, an internet communications and training company. He has worked with the LSEP for a number of years on ICT strategy and economic development projects. Previously, he worked for Logica/CMG and NTL/Telewest on supply chain services and telecommunications and before that spent 10 years with the British Council in Singapore, Brazil and Sierra Leone promoting cultural relations and technology transfer. Michael is a member of the Chartered Institute of Purchasing & Supply and the Association for Project Management and holds a Masters degree in Education.
Jeff Miller
Jeff Miller is the City Council’s Service Director for Regeneration, Highways and Transportation. Jeff leads work on the second Local Transport Plan for the Greater Leicester area and the regeneration of the city centre. Jeff’s team are currently driving forward the development of Leicester’s Cultural Quarter and are responsible for £70 million of regeneration grant-funding. Jeff is a Board member of the Braunstone Community Association and has recently taken on responsibility for Leicester’s markets.
Jon Walker
Jon Walker is Director of External Affairs at Loughborough University where his responsibilities include advancement, fundraising and alumni relations. Working as part of the senior management team he also supports the University’s response to a range of special initiatives and projects. He has been involved in a number of economic development projects and is a member of Charnwood Together, Loughborough Town Team and is a governor at Woodbrook Vale High School.
Caroline Boucher
Caroline established her own consultancy business in 2003, providing professional advice on strategy development, research and project management to a variety of clients. She provides consultancy support to the Leicester Shire Economic Partnership and currently manages the Leicester Shire Intelligence project. This programme has included economic baseline studies, six-monthly business surveys, strategic analysis and employment land studies. She is currently assisting the LSEP in developing a new economic strategy for the sub-region. Caroline has worked extensively with local partners to encourage collaborative research commissioning and to make research more accessible.
